POLICY STATEMENT 1
By 2015, Energy Performance Certificates (EPCs) will be required on all domestic and commercial properties (not just properties for sale or rent). Their validity will be set to maximise effectiveness and fiscal incentives will take account of the energy efficiency rating. In the interim, there will be effective compliance arrangements in respect of current and future legislation.
POLICY STATEMENT 2
PEPA shall be as effective as possible in promoting the uptake of the recommendations in EPCs. Further, EPCs will be developed and their effectiveness enhanced so that they can form the basis for implementing all energy efficiency programmes for current and future Governments.
POLICY STATEMENT 3
The Domestic Energy Assessor and non Domestic Energy Assessor roles will be developed to assist consumers and businesses with implementing the recommended actions in EPCs and to deliver enhanced EPCs.
POLICY STATEMENT 4
The quality and application of standards in respect of EPCs and DEAs will be significantly enhanced and effective and meaningful governance will be introduced.
POLICY STATEMENT 5
PEPA shall play a full part in the development of property information products, both domestic and commercial, better to inform consumers and companies that own or aspire to own property.
